urlencode brackets in URL to VeraCrypt PIM docs

For some reason, the URL in the manpage of cryptsetup pointing to the VeraCrypt PIM online documentation, contains bare brackets. This prevents proper parsing in terminals (gnome-terminal). When replacing the brackets by their respective urlencoded chars, the URL should work for everybody.
