luksKillSlot, luksRemoveKey and luksChangeKey fail with "Cannot wipe device".

Success is excepted. Instead I can see:
Enter any remaining LUKS passphrase:
Cannot wipe device /dev/sdd.

This also means luksRemoveKey and luksChangeKey fail.
I've found a workaround by making a backup to a file, working on a loop device and restoring the header back to my disk.
This is a traditional rotational/magnetic SATA disk connected via USB3 adapter.
What kind of debug can I provide? I did not find a procedure in FAQ.
