As a Crossref member, I want to be able to supply multiple issue titles
As a Crossref member, I want to be able to supply multiple issue titles, the same way that I can supply multiple journal titles. This allows for multilingual content to have the correct title in each language.
What
We allow up to 10 <full_title> tags for journal titles within <journal_metadata>.
We allow up to 20 <titles> tags for article titles within <journal_article>.
But, we only allow a single <titles> tag for issue titles within <journal_issue>
Why
Member Universite Jean Moulin Lyon is a bilingual publisher who happens to supply issue titles. They'd like to use the same process to accommodate multiple languages at the issue-level as they do for journal and article titles.
Issue titles are rare, but if we're going accommodate them in the schema, we should probably do so consistently with other titles.
