As the Head of Metadata I would like to version the schemas in source control

Collection of Crossref Schemas should be available in GitLab as a separate artifact. This should be versioned, and accessible to the public. It should be packaged and versioned for inclusion in whatever other projects need it, e.g. a Maven artifact for CS.
