Acceptance dates need validation

The publication and approval dates in the CS code base are checked against invalid date types (example: 02/31/2019). However, the acceptance dates are not being validated. Per Patricia, acceptance dates weren't validated in the past, but they should be.

Per the Crossref schema (4.4.2), acceptance_date are used in the follow:

• journal_article
• conference_paper
• book_metadata
• content_item
• pending_publication
• posted_content

Definition of done

• Available via a staging URL
• Code reviewed
• Unit tests identified, implemented, and passing
• Public documentation reviewed and updated
• Knowledge base reviewed and updated
• Changes to infrastructure
