Large Uploads Fail in SOME Environments

What Happened?

Currently Cannot Reproduce Users have reported uploads getting stuck near 80 - 90 percent. Based on logs collected we are failing at putting chunks back together because the chunks don't exist where we expect them to.

Expected result

Upload should complete successfully.

Steps to reproduce

Upload a file greater than 100mb
