Changing TZ On New Install Causes Login Failure

What Happened?
After changing the TZ on a new install to a timezone that is behind the original TZ you will not be able to login until the difference in time has passed. The user will be greeted with no feedback whatsoever.
Expected result
Should be able to login as normal
Steps to reproduce
- Manually set TZ to "Etc/UTC" before launching Crafty for the first time.
- Stop Crafty
- Set TZ to be a zone that is GMT -x.
