- Added CI step to publish on release tags.

- Fixed CI audit failing on dev dependencies.
- Switched to using 'npm ci'.

BREAKING CHANGE: Files are no longer scrubbed by default; all 
functions/methods that close files now accept a boolean argument to 
enable scrubbing.
