serialise requires a working installation of Perl, and a series of modules to be installed. Make sure the external (=not Praat-related) requirements are met.
The plugin installs but won't run from the GUI
If you are using a version of Perl different from the one available to your system (eg. perlbrew, berrybrew, etc) you might have to adjust the PATH environment variable that is available to the GUI version of Praat. Issue #2 has some background.
In Linux, you can do this by passing your PATH to Praat when the command is run:
