Tests do not work on Windows

Test::Harness does not seem to be able to get the output of the tests, even though it should be printed to STDOUT like everything else. In Windows, this causes all tests to fail with a "no TAP output detected" error (or similar).

This is probably a problem with the way praatcon (the Windows command-line version of Praat) prints to STDOUT.
