Improving HTML semantics of a newsindex record

I swear I made an issue for this list a long time ago.... when viewing a particular record in the newsindex:

the results of a record in the newsindex and necrology file should be an unordered list; right?

There are sometimes multiple 'records' or references within a single newsindex record. (in this case, wrap it within another list or as a heading? ) tempera-nocopyrt#94 (comment 238100461)

Update: semantically, a descriptive list may be most appropriate; I'll need to verify before starting this about dl support across screen readers.
