Omit scrolling on the map

Scrolling: If my mouse is hovering the map and I try to scroll down I zoom the map instead. This makes it very hard to scroll down especially on smaller screens.

Acceptance Criteria:

1. reduce zoom in and out functionality on the "+" and "-" buttons on the map and (if this is somehow a default behavior which only needs to be avtivated in leafjs) hold command/string and scroll like https://developers.google.com/maps/documentation/javascript/interaction if the hold ctl functionality is no default, then skip this
