Remove sleep in tests
We have a problem where in tests, we really need to wait for a specific state to arrive. In some cases it's hard to tell - e.g. we already have a state, and so get returns that, even though it's not what we want.
This happens because FinalityFlow on the initiating flow returns before all the other members get the state in their vault.
We should probably implement this as a vault listener. Would work in some cases.
