docstrings

because I don't want to steal everything from python, I want to steal part of Elixir's docstrings, namely the formatting bit, which I want to use the same formatting as for the print
function, for continuity and that. So, once that gets decided in #35 then ta da will add in, but for now just use the '''
or """
for the start and end of a docstring, with these tags as well:
def example_function(int a, float b, str c :: 'hello world'){
"""
a Description about a
b Description about b
b Description about c
Description about the function
"""
<suite>
}
Because otherwise it'll be impossible to tell, the variable descriptors have to be on the same line as the variable identifier
