Handle missing licenses

Now that we Expose licenses in SBOMs (#17 - closed), we noticed that some missing licenses. See https://gitlab.com/gitlab-org/sbom/systems/gitlab-core/-/jobs/7871985093#L2183 for example.

Instead of completing the reports by hand when requested by customers (which translates into spreadsheet work), we should fill the missing licenses once for all.

Outcome

A new Licenses project has been created to manage the missing licenses globally at GitLab. All generated SBOMs can leverage this data.
