Ability to add -filter=testfile to tofu test

Proposal

When using the tofu test template, we are unable to pass in -filter=testfile to specify which test files we want to test. This would be helpful if we have different test files to be run at different stages of the pipeline (i.e. a plan test perhaps on every commit and an apply test just before we merge).
