Skip Apply job when plan has no changes

Hello,

Is there a way to skip the apply job when there is no change in the plan stage? I usually set the apply job as a manual process and it doesn't make sense to apply it manually if there is no change detected. I know this can be done through file changes but sometimes the use case is more complex than that.
