Switcher: Add default shortcut for next panel and previous panel

Hello all,

I propose to change the default shortcut behavior for the switcher to fit what Marco and Metacity do:

• Add control + alt + tab to go to the next panel and control + alt + shift + tab to go to the previous panel
• Remove the shortcut for "Next Window (all window)" or remap it to windows + tab / windows + shift + tab

Why I propose that ?

1. Blind users need to have a default keyboard shortcut to go to the panel because they can't use the mouse. Most of them also not has the skills to add one to CCSM.
2. I assume being consistent could be a good idea to simplify migration from Marco to Compiz for example

What do you think ?
