Let's revert 4554a16e?

Hi,

It is common nowadays to use multiple viewports with some windows always opened on them at the same place. In my case I like to have applications grouped by topic on each virtual desktop, and I don't like when something moves my windows across viewports "without a good reason"™.

The referenced commit (4554a16e - from 2008-09-09) introduced this weird (to me) behavior that I'd like to propose to revert back with an already written patch.

I would understand if I was asked to make it an option defaulting to the former behavior. I tried to send a basic patch by email to create an MR to open the discussion but it has been rejected.

Anyway, WDYT?
