This milestone represents feature parity with the legacy codebase.

Not all code will be ported. Specifically, deprecated, obsolete, overly-specific, and external-dependent code will be left out of the port. Additionally, in the last update to the legacy library, any code not ported will be marked as deprecated.

It is recommended that in-house projects put any upgrade efforts toward migrating to CommonCore instead of updating to the last legacy version.
