Clean up project file and Directory.Build.props

Now that Scripty has been removed, there is really no need to have a Directory.Build.props file.

Regardless, information is scattered between the project csproj file and the props file and that needs to be cleaned up. All primary information should be moved to the project file and then we'll see what is left in the props file.
