Setup Continuous Deployment

It is now possible to deploy stuff via Nomad. At the moment, shortlinks is already deployed via Nomad in a ad-hoc manual manner for testing purposes and it's confirmed to be stable (or at least stable enough).

Stuff need to be resolved:

Get !3 (merged) merged
Resolve #3

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
