Setup pre-installed python, node, conda, ruby and go using
fake nupkgs.
Install other runtimes using choco.
Wrap nuget and choco in Fudge, which allows postinstall
actions which are using to install pear, gopm, etc.

Also remove Linux distro package managers, not applicable
for Windows.
