rscadd: re-added mapside static telecomms towers, with spawn landmarks for them - thanks to Geeves

rscdel: removed portable tcomms parts from the Almayer, made the spare tcomms parts crate unobtainable

TO-DO

  • Actually remove static tcomms stuff from the Almayer (rough, more remapping may be needed.)
  • Get sprites put in the branch (triiodine)
  • Test THOUROUGHLY for bugs in the code
  • Pick locations for static comms spots, place on maps (triiodine, mainly) (will need to do this for legacy maps too, *pain)
  • Properly fill out changelog
  • put random spawn landmarks on maps (triio, bobby can help if needed)
