Add flag icon to accounts list
Summary
As a UX designer, I want the user to see a flag icon to indicate which accounts have used images flagged for RHEL or RHOCP.

Acceptance Criteria

Verify on the initial accounts list screen in the accounts rows... -
...the flags are not present for an account with activity having NO images flagged for RHEL or RHOCP. -
...the RHEL flag is present for an account with activity having at least 1 image flagged for RHEL. -
...the RHOCP flag is present for an account with activity having at least 1 image flagged for RHOCP. -
...both RHEL and RHOCP flags are present for an account with activity having at least 1 image flagged for RHEL and 1 other image flagged for RHOCP. -
...both RHEL and RHOCP flags are present for an account with activity having at least 1 image flagged for BOTH RHEL and RHOCP. -
...The RHEL and RHOCP labels are always displayed and do not change to gray, ever. -
...The Account Details page mirrors this behavior for consistency.

Assumptions and Questions
- The intent of this story is to add the flag icon where appropriate. The RHEL and RHOCP labels and their colors should not disappear or change color.
- This includes API changes to
/api/v1/report/accounts/
adding to each account report result the number of images that are flagged for RHEL and that are flagged for OCP being used by the account during the selected time period. - This may need new docs, and we should at least review existing ones around asterisk/flag situations.
