Group rivalry is no longer described as "unacceptable behavior".
Harassment, doxing, etc. were already described the same way. Using
the same strength of language might give the impression that group
rivalry and harassment are considered to be comparable, and would be
handled similarly. In reality, harassment is far more serious, and
would be handled with much stronger measures.
