theme-clearos-admin: 0017981: User profile menu dropdown shows blanks for events and user-apps

The user profile submenu in the top navigation does not display properly on a barebones system. The submenu assumes the events system (app-events) and at least one of the user profile apps (e.g. app-user-certificates) is installed. See screenshot.
