0022001: Add CodeMirror editor to theme

The ability to change the .user.ini file for webapp deployments has been added in this merge request:

The ability to edit files on the file system can be handy in certain situations. Merge the CodeMirror tool into the main theme to make it available to all apps (e.g. WPAD).
