test maintainers of triaged failures should not be notified

looking at https://datawarehouse.cki-project.org/kcidb/checkouts/redhat:brew-64064714

I'd expect only the test maintainers of Livepatch kselftests and LTP lite - vm, but it looks like the the maintainers of the other tests that failed, but were already triaged also got added to the email report.
