Support kcidb_all json files.

To avoid depending on DW in the pipelines, the reporter needs to be able to parse the pipeline's kcidb_all.json file.

This allows running the triager directly in the pipeline instead of waiting for it, and will let us report pipelines that don't make it to DataWarehouse.
