[clang] Use integrated assembler again

Clang switched to using the integrated assembler, which broke s390x and ppc64le

once https://github.com/ClangBuiltLinux/linux/issues/1356 and https://github.com/ClangBuiltLinux/linux/issues/672 are fixed, revert !1382 (merged)

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
