Stop using CKI_DEPLOYMENT_ENVIRONMENT=retrigger to allow retriggered pipelines to submit triage data to DW

With !1899 (comment 2171077533) we started to post triaging results directly to DW. To be consistent, allow retriggered pipelines to submit that as well, which will involve changing how we tell DW that they are retriggered; today using CKI_DEPLOYMENT_ENVIRONMENT.

The work on this might be related to our plans to move retriggered pipelines to staging.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
