allow to switch between cross/native build jobs

Based on native_architectures, allow build jobs to use native runners for all arches supported by RHEL >= 8.

This basically means that any checks based on checking architecture/ARCH/ARCH_CONFIG for x86_64 have to be changed to check whether cross or native compilation is used.
