Switch to enabled/waived patterns

Nikolai Kondrashov requested to merge spbnick/kpet-db:switch_to_enabled_waived_patterns into master

Switch from having only one case pattern in the "pattern" property, to two patterns: "enabled" and "waived", with "enabled" being the former "pattern".

Fixes FASTMOVING-1705.
