Onboard aarch64 RT 4k and 64k variants

An aarch64 4k RT variant has been built from some time now (since 9.3) and we will soon be also building a 64k RT variant [1][2].

We would need to do the necessary work to start testing such variants alongside the currently supported ones.

@jlelli is this change also coming to kernel-ark?

Not for now (I believe), as ARK is still not officially building aarch64 RT variants. But, since I am not 100% sure, maybe @clrkwllms can keep me honest?

For the time being, can SPEC changes be added to ARK but new variant stays disabled?

is there a reason to not have rt/aarch64 enabled on ELN/c10s buildroots yet?
