netfilter: Drop xtables

Upstream Status: RHEL-only

With this aiming at RHEL10, merely introduce mark_driver_deprecated() for future use but actually disable the previously deprecated kernel modules. Keep referencing bz#1945179 as there is no RHEL10 in Bugzilla yet.
