Refresh the patches that deprecate storage pci ids and other ids

The rebase cycle has busywork around refreshing patches for deprecating pci ids for various technologies.

The patches initially deprecate ids, then a later patch series partially reverts those changes and deprecates them in a new way. It would be nice to refresh the patch series to handle this in a way that it makes rebasing every GA cycle and dropping them for Fedora easier.
