RPM build errors: File not found: .../usr/include/ynl with RPMBUILDOPTS='... --without ynl'

Our ci testing is getting:

when building kernel-ark/os-build see: https://ci.kronosnet.org/job/kernel-ark/job/kernel-ark-pipeline/job/os-build/1713/execution/node/74/log/

There are some other issues but the "File not found:" related to "/usr/include/ynl" should not happened when start the rpm build with "--without-ynl".
