Include a CKI pipeline to build kernel-ark (ELN) in brew

Although we cannot guarantee that kernel-ark ELN will always be buildable in brew (using the latest c10s/rhel10 build target), it would be helpful to know as early as possible when it's broken.

This new brew build pipeline should be informational and not blocking since some issues may not have an immediate solution.
