[hw unsupprted] update for ELN

Update the messaging to be ELN friendly by making it clear that when we report unmaintained hardware that we mean for RHEL. Maybe we can use an existing rhel configuration option to define ELN messaging from the current RHEL messaging defined in rh_messages.c.

We will also need to ignore disabling devices that RHEL doesn't support.
