The [ark-latest branch pipelines](https://gitlab.com/cki-project/kernel-ark/-/pipelines?page=2&scope=all&ref=ark-latest) have been consistently failing since January 7th. In the vast majority of cases, the failure is due to the `Too many pipelines created in the last minute` problem. The pipeline tries to trigger 26 downstream pipelines and the current gitlab.com "Pipeline creation requests for a project, user, or commit" is 25[^1]. This has meant that the `tag-cki-gating` job hasn't been run in weeks and so the `cki-gating` branch is very behind.
