[cki] [tests] unblocking setup-task failures

related: cki-tools#112

as the waived flag from kpet-db is being deprecated we need to triage these failures on DW to avoid any pipeline being blocked by these failures as they don't block the tests from running.

The setup tasks are:

• SELinux Custom Module Setup
• CKI/restraint
• /test/misc/machineinfo
• /kernel/kdump/setup-nfsdump
