qe-pipelines job was stuck waiting for kernel-qe-pipeline-test-runner (r640-90 unreachable?)

https://gitlab.com/redhat/red-hat-ci-tools/kernel/qe-pipelines/kernel-ci-pipelines/-/jobs/8665003062 was stuck (without logs) apparently waiting for a runner response.
