Create staging gitlab-runners

This should allow to mess with the launch templates and runner configuration and only affect the retriggered pipelines (once they are configured to run on them).

AC:

• staging runners up and running (heh)
• retriggered pipelines are using them
• short and long pipelines work
• runner setup is documented
