Too many pipelines in kernel-ark

The ark-latest branch pipelines have been consistently failing since January 7th. In the vast majority of cases, the failure is due to the Too many pipelines created in the last minute problem. The pipeline tries to trigger 26 downstream pipelines and the current gitlab.com "Pipeline creation requests for a project, user, or commit" is 251.

This has meant that the tag-cki-gating job hasn't been run in weeks and so the cki-gating branch is very behind.
