RFE: triager permission - make sure test maintainers have permission to create issues

Currently we are adding the user to the rover groups as described on https://cki-project.org/docs/datawarehouse/datawarehouse-ldap-groups/#groups manually.

This let test maintainers to ask us why they can't create issues and only then we add them to the rover group.

Could we automate this process by adding all test maintainers to the rover group, based on kpet-db info?
