Rawhide can't install pipeline-definition dependencies because awscli~1

IIUC the python gating is failing with those awscli's badly formed help string because rawhide is using python 3.14 and awscli<2.25.0-1.fc43 (ref), but it's at least building, which allows us to trigger the bot on other MRs to test changes on the builder images
