Jira FixVersion/s(rhel-9.5) does not match Gitlab (rhel-9.5.0)

Jira has recently removed the trailing ".0" (dot-zero) from it's release tags. For example, 9.5.0 is now 9.5, and 8.10.0 is now 8.10. The dot-zero was never really used so having us type less in Jira is an improvement.

However, this causes a mismatch between GitLab where we still use the dot-zero for Milestones and Jira.

Can we drop the dot-zero in GitLab Milestones? It seems like we've made the decision that they are superfluous in Jira. That should mean we don't need them in GitLab.
