RFE: reporter - allow send email to different people based on failed subtests

For example when the 10_avc_check subtest fails, most likely it is not a kernel problem. In this case it would be better if we didn't send an email to the upstream kernel maintainers. Send an email only to the test maintainers in this case I believe would be better.
