container images get production tag from MRs

Initially tests-pipeline: [builder-rhel7.7] fails with "ModuleNotFoundError: No module named '_sqlite3'" e.g. https://gitlab.com/cki-project/cki-lib/-/jobs/12984407974

This is now recognized as a bigger problem. https://gitlab.com/redhat/centos-stream/tests/kernel/kernel-qe-tools/-/pipelines/2347031941 from containers!677 deployed a broken kernel-qe-tools to production
